Frank Petrasich, President & CEO

Retired after 23 years with the Los Angeles Police Department. He served his final 8 years as lieutenant, a management position among the top 3% of the Department’s officers at the time.  He was instrumental in the establishment and implementation of several city-wide programs, Accident Reconstruction Teams, Neighborhood Watch, the Simplex Deployment System, and others. After retirement, he founded and, for the following 15 years, managed a very successful private investigation firm. To better understand the root causes of violence and carryout SCN’s mission, he has become a Certified Master Mindset Coach, after having being certified as an Emotional Intelligence (EU) Coach, a Cognitive Behavioral Coach, a REBT Mindset Coach and a Confidence Life Coach

 

SCN Co-founder – Jim Santor

A retired college professor who taught Criminal Justice and Human Services, 1977-2009. He has master’s degrees in counseling and in English Education from California Lutheran University and attended doctoral studies at Northern Arizona University. He retired from the LAPD in 1974. Jim also retired from the USAF as a Major. Jim was a licensed Clinical Drug and Alcohol Counselor as well as a Licensed Marriage and Family Therapist

 

SCN Co-founder – William T. Whisenhunt

A 50-year law enforcement and criminal justice professional. Currently he is the Vice President of Omni Communications-West, a two-way radio and communications business in Las Vegas, NV. He has previously sat on several Board of Directors for 501(c)(3) non-profit organizations and has had leadership roles within several other private, community and fraternal organizations. Mr. Whisenhunt holds two Bachelor of Science degrees and a Juris Doctor degree. Mr. Whisenhunt was formerly an Assistant Professor at Nevada State College-Henderson teaching in the Bachelor of Applied Science Criminal Justice Program and a professor at Fullerton Community College.

Dr. Keith Eric Whitfield

Dr. Keith E. Whitfield is an experienced university administrator and prolific scholar in the fields of psychology, health, and aging. President Whitfield joined UNLV in August 2020 after serving as provost, senior vice president of academic affairs, and professor of psychology at Wayne State University in Michigan. He previously served as vice provost for academic affairs at Duke University, where he was also a professor in the department of psychology and neuroscience and co-director of the university’s Center on Biobehavioral Health Disparities Research.

A student success-focused leader is guiding UNLV forward on its path to becoming a top public urban research university through focused growth in undergraduate and graduate student success, economic diversification, community engagement, and diversity, equity and inclusion. He has brought energy and innovation to a vibrant university through things like an interdisciplinary approach to faculty hiring and research and the first ever “digital president” to connect with and meet the needs of students.

Whitfield earned a bachelor’s degree in psychology from the College of Santa Fe, a Masters in psychology and a Ph.D. in lifespan developmental psychology from Texas Tech University and completed postdoctoral training in quantitative genetics from the University of Colorado Boulder.

Dr. Tiffany Tyler-Garner

Director of Youth Development and Social Initiatives at the City of Las Vegas. She was previously The Nevada Director of Employment, Training and Rehabilitation because of her unique personal experiences as well as her distinguished career helping at-risk Nevadans. Prior to the appointment, Tyler was serving as the CEO of Communities in Schools and had previously held the Chief Operating Officer of the nonprofit Nevada Partners.

Alisa J. Steinhauer, J.D.

In-house Counsel, (Consultant) ALL NET LLC / Dribble Dunk LLC, Las Vegas NV

Drafting, reviewing & negotiating commercial contracts and agreements, manage & mitigate legal risk, design and implementation of corp. policies, work with outside counsel. She serves as CAP attorney for the Legal Aid of Southern Nevada and represents children who are currently in need of counsel, in the Foster Care system. Ms. Steinhauer also assists with Employee relations resolution, EEOC, Sex harassment & employment discrimination cases as a consultant at Dennis Slipakoff Consulting .

BILL HOUGHTON

Bill Houghton, Founder and President of Horizon Print Solutions has been streamlining Print Buying and Distribution since 1992 from his Las Vegas enterprise, although he services the needs of small & medium businesses all across North America. He has been recognized locally and nationally in and out of his industry as an extraordinary business visionary. His professional mission is to elevate the reputation of the print industry as a whole, studying great companies from every industry and applying strategies learned to improve business processes in his industries.
